Direct Loan Application & Instructions (continued)

All loan borrowers, regardless of whether a loan was processed in prior years, are required to complete Steps 1-5.
Borrowers who meet the criteria in Steps 6 and 7 must complete those steps as well.
Applications with missing or incomplete documents will be denied and will not be returned to you.

YOU ARE RESPONSIBLE FOR SUBMITTING ALL REQUIRED DOCUMENTS TOGETHER TO THE FINANCIAL AID OFFICE.  FRONT COUNTER STAFF CANNOT REVIEW YOUR APPLICATION FOR COMPLETENESS.

Seven Steps to Apply for a Direct Loan

  • Although applications are available in August, the first day Direct Loan Applications will be accepted is September 02, 2014.
  • You must meet the NVC Direct Loan Eligibility Criteria at the time you submit your application to be considered for a loan. Your application will be denied if you do not meet the eligibility criteria at the time you submit your application.
  • You must submit your loan application and all required documents by close of business on the published deadline date. 
  • You will need the PIN you were issued by the U.S. Department of Education to complete this process. You can request a copy of your PIN if it is lost. If you have an e-mail address, your PIN will be sent to you electronically within 24-48 hours after your request, or you may choose to have it mailed to you.
  • Individualized instructions are included with each step, so read carefully before moving on to the next step.
  • Most forms may be completed on your computer by typing the information into to the space provided. Be sure to provide complete and accurate information. Missing or inaccurate/conflicting information may result in the denial of your application.
  • You will be required to make an appointment to meet with your academic counselor, who may not be immediately available. Please be aware that appointments may not be available for up to two weeks or longer.
  • You must print and sign all required forms. Check them for accuracy and completion before submission.
  • Submit all required forms TOGETHER to the Financial Aid/EOPS Office for processing. Average application processing time is 6-8 weeks. Incomplete applications will be denied and will not be returned to you.

Step 1:Direct Loan Application and Check-Off List 

  • Click on the link above (form will open in a new window). Use your keyboard to type the required information on the form.
  • Print and sign the Direct Loan Application and Check-Off List. The completed application and check-off list must be submitted together with all other required documents to the Financial Aid/EOPS Office.
     

Step 2: Online Entrance Counseling-PIN Required

  • Open the website by clicking on the text above. The website will open in a new window. 
  • Sign in using your U.S. Department of Education PIN to complete this step.
  • Check your personal information to be sure it is correct.
  • If you would like to receive Direct Loan correspondence by email, enter your email address and update.
  • Click on the "Complete Entrance Counseling" link. 
  • Select "I am an undergraduate student." All NVC students are considered undergraduates.
  • At the School and Loan Information page, choose "CALIFORNIA" and "NAPA VALLEY COLLEGE."
  • Read the information provided and answer the questions on each page. You must correctly answer the quiz questions at the bottom of each page to complete counseling successfully.  
  • Read the Borrower Rights and Responsibilities when the link becomes available.
  • PRINT the counseling completion verification screen and submit a copy to the Financial Aid/EOPS Office.

Step 3: Financial Awareness Counseling - PIN required

  • Open the website by clicking on the text above. The website will open in a new window.
  • Sign in using your U.S. Department of Education PIN to complete this step.
  • If you like to receive Direct Loan correspondence by email, enter your email address and update.
  • Click on the "Complete Financial Awareness Counseling" link.
  • Read the information provided and answer the questions on each page. You must correctly answer the questions.
  • At the School and Loan Information page, choose "CALIFORNIA" and "NAPA VALLEY COLLEGE." Click Submit.
  • Review the Counseling Summary Page and print the completed Financial Awareness Counseling page. Submit the printed page with your Direct Loan Application.

Step 4: Online Master Promissory Note (MPN) - PIN required

  • Open the website by clicking on the text above. The website will open in a new window.
  • Sign in using your U.S. Department of Education PIN to complete this step.
  • Check your personal information to be sure it is correct.
  • If you would like to receive Direct Loan correspondence by email, enter your email address and update.
  • Click on the "Complete Master Promissory Note" or "Complete MPN" link. 
  • Choose the "Subsidized/Unsubsidized" link only. NVC does not participate in the PLUS program.
  • NVC requires that you complete a new MPN each year you apply for a Direct Loan.
  • Follow the directions carefully. Your PIN will act as your electronic signature and your promise to repay the loan. After you have completed your MPN and submitted it to the Department of Education, you will be able to print a copy for your records and to submit with your application. 
  • You must print a copy of the completed MPN for submission with your Direct Loan Application.
      

Step 5: Educational Plan & Certification

You are required to submit a copy of your current educational plan along with the Educational Plan Certification form.

  1. IF YOU ALREADY HAVE AN EDUCATIONAL PLAN, take a copy with you to your counseling appointment or drop-in. 
    • Existing electronic educational plans may be viewed and printed through WebAdvisor E-Advising.
    • If you are a Financial Aid Appeal student, you must submit a copy of the approved educational plan that was mailed to you with the Appeal contract and approval letter.
  2. IF YOU NEED A NEW EDUCATIONAL PLAN OR NEED TO CHANGE YOUR EDUCATIONAL PLAN,  you must meet with an academic counselor. You may be required to make an appointment to complete an educational plan, so plan for a delay of up to several weeks.
  3. If you are in specialized program, such as EOPS/CARE/CalWORKs, you should meet with your program assigned counselor or program specialist.
  4. You and your counselor must complete a semester-by-semester, comprehensive educational plan for your program of study at NVC.
  5. When your educational plan is complete, ask your counselor to complete the Educational Plan Certification.
  6. If your financial aid is restricted by a Financial Aid Appeal contract, make an appointment with the counselor who developed your Appeal Educational Plan to complete the educational plan certification.  You were provided with a copy of your Appeal educational plan when you received your appeal approval. Make a copy of your Appeal educational plan for submission with the certification.
  7. Academic Program exceptions: Police Academy and Cooking School students must submit a completed Educational Plan Certification, but the educational plan is not required. If you are attending one of these programs, please ask your program coordinator or instructor to complete the Educational Plan Certification.
  8. Submit the completed Educational Plan Certification and a copy of your educational plan with your Direct Loan Application.
      

Step 6: Direct Loan Appeal Request Form (complete 6 and 6a)

Complete this form if one or more of the following apply to you

  • You have not satisfactorily completed at least 12.0 units at NVC or any other college.
    • NOTE: If you have satisfactorily completed at least 12.0 units from a prior college, official academic transcripts must be on file and have been evaluated by the NVC Admissions & Records Office. You are responsible to follow up with the Admissions and Records Office that your transcripts have been evaluated.
  • You are currently on NVC academic or progress probation.
  • Your current Financial Aid SAP status is probation or warning.
  • You have a history of unsatisfactory academic progress.
  • You have defaulted on prior educational loans.
  • You have had a prior loan canceled due to permanent total disability.
  • You have a current loan debt of $ 15,500 or more from all schools. If you are unsure of how much you have borrowed, you may access your complete student loan history online through the National Student Loan Data System (PIN required).

Step 6a: Grade Verification Form

    • A grade verification form, completed by the instructors of each class you are enrolled in, must be submitted with the Direct Loan Appeal Request.
    • Submit the Direct Loan Appeal Request, completed grade verification form, and any other documents necessary to support your request together with the Direct Loan Application. 

Step 7: Additional Required Documents

  • If you are enrolled in any online courses, you must submit a Grade Verification Form with your Direct Loan application for all your courses, not just the online courses. The Grade Verification Form must be completed by the instructors for each of your courses after you begin attendingPlease do not ask your instructors to complete the Grade Verification Form until your courses have started and you have attended. 
    • Students who are enrolled in online courses who are unable to meet with their instructors in person, may request their instructors to send the grade verification via email directly to Mai Vo at mvo@napavalley.edu. Please do not ask your instructors to email the grade verification, until you have submitted your Direct Loan Application and required loan documents. 
  • If you have a prior educational loan that was discharged due to a permanent, total disability you must submit:
    • an official letter from a physician certifying that you can engage in substantial gainful employment in your field of study; and
    • a signed statement from you acknowledging that the Direct Loan you receive cannot be discharged in the future on the basis of any impairment present when the loan is received, unless that impairment substantially deteriorates.
  • If you have a bankruptcy pending, you must contact the Financial Aid/EOPS Office for further instruction.

 

Next Steps -- After You Submit Your Loan Application

  • Direct Loan applications take an average of 6-8 weeks for processing.
  • The Financial Aid/EOPS Office will review your application for completeness. Incomplete applications will be denied and will not be returned to you.
  • Complete applications will be processed and an eligibility determination made.
  • If you are determined ineligible for a Direct Loan, you will be notified by mail of the reason(s) your application was denied.
  • If your application for a Direct Loan is approved, you will receive a letter by mail from NVC notifying you of the loan type and amount approved, the dates you may expect to receive a loan disbursement, and other important information about your loan. Approximately two weeks after your loan is approved, you will also receive a Direct Loan Disclosure Statement from the Federal Direct Loan Program.

Check Your Direct Loan Application Status Online

Use WebAdvisor to check your Direct Loan Application status, view your financial aid awards, and print your financial aid award letter. Just login to WebAdvisor, click on Current Students, and then click on My Documents.

Application Status Definitions 
  • Submitted by Student
    • Application was received by the Financial Aid/EOPS Office, but it has not yet been processed.
  • Incomplete
    • Required documents or information is missing. You are required to submit additional information before the application can be processed.
  • Pending
    • Application cannot be processed until your financial aid file has been reviewed and is complete. If you have already submitted all documents required to complete your file, average processing time is up to 16 weeks from the date you submit documents to complete your file. If you have not submitted the documents required to complete your file, please do so immediately. A "File Complete" notation will appear on your My Documents screen when your file is complete.
  • Disqualified
    • After a careful review of your application and Federal Aid eligibility for the current academic year, it was determined that you were not eligible to borrow a Direct Loan at Napa Valley College. A letter will be sent to you within ten working days explaining why you were not eligible for the loan.
  • Complete
    • Your application has been processed and you are eligible to borrow a Direct Loan at Napa Valley College.
    • A Direct Loan approval letter, listing expected loan disbursement dates and important loan information, will be mailed to you within ten working days.
    • A Direct Loan Disclosure Statement from the Federal Direct Loan Programs will be mailed to you in approximately 2 weeks.
    • The loan amount you are eligible to borrow may be found under Financial Aid on WebAdvisor.
      • Financial Aid status by Year lists financial aid totals by award for the academic year.
      • Financial Aid status by Term lists financial aid awards by the semester.
      • Financial aid award letter allows you to view or print your financial aid award letter for the academic year, which includes both semester and yearly totals.
