Please be advised that a number of the District's Board Policies and Administrative Regulations are currently under review. Board policies are revised/developed, in accordance with BP 2410 & AR 2410 – Board Policy and Administrative Regulations (draft). Policy recommending bodies include the Council of Presidents, Mutual Agreement Committee, Executive Cabinet, as well as the Superintendent/President, and are approved following two readings of the Governing Board.
One objective of the current policy review cycle is to migrate Napa Valley College Policies and Regulations to the Community College League of California (CCLC) Policy and Procedure Service's numbering system. Policies and Regulations listed below may reference the former Napa Valley College policy or procedure number while under review.
Board policy is the voice of the Governing Board and defines the District's alignment with the Board's legislatively mandated duties to the public. Policy level oversight defines acceptable practices for operation of the District within the community college environment. Policy directs implementation of federal and state laws and regulations. The Governing Board, through policy, delegates authority to and through the Superintendent/President to administer the District. The Superintendent/President and District employees are responsible for interpreting board policy and relevant laws and regulations that govern the District.
Administrative regulations are guidelines and reference materials used to implement Board policy and other mandates. Regulations provide a general overview of how (as well as who, what, when, and, where) policy level mandates are effected. They address how the goals and objectives of the District are achieved and define operations of the District.
Regulations include details of policy implementation, responsibility, accountability, and standards of practice. Regulations may be developed by the Superintendent/President, managers, faculty members, staff members, and students. Administrators/managers are accountable for upholding the specific information delineated in Regulations. Regulations do not require Governing Board action.
