The subject of this Draft Environmental Impact Report (Draft EIR) is the Napa Valley College Long Range Facilities Master Plan (“Proposed Project”) (hereinafter Facilities Master Plan). The Facilities Master Plan was prepared to establish a twenty-year vision for the Napa campus including campus site planning, renovation and modernization of existing buildings, new buildings, and other activities to meet the anticipated educational demand that is projected over the next twenty years. In addition to analyzing the potential impacts of campus growth under the Facilities Master Plan at a program level, this Draft EIR addresses the project-specific environmental effects associated with the construction of near-term projects as described in Section III (Project Description).
The lead agency for this project is the Napa Valley College Campus Planning and Construction (Room 1214), located at 2277 Napa-Vallejo Highway, Napa, California, 94558. A detailed description of the proposed project is contained in Section III (Project Description) of this report.
Because the proposed project will require approval of certain discretionary actions by Napa Valley College (NVC or College) and other governmental agencies, the proposed project is subject to the California Environmental Quality Act (CEQA). Based on the preparation of a detailed Initial Study (Appendix A), it was determined that the proposed project may have a significant effect on the environment and that an EIR should be prepared. B.
